House District 21 includes the Cromwell neighborhood and along the south border the Hillcrest and Waterway areas of Chesapeake. The neighborhoods that border HD 21 on the west are Centerville and Lake Christopher. The neighborhoods of Bellamy, Indian Lakes, Round Hill, Glenwood and Colonial are also all included in House District 21.
