Become a Virginia Legislator! Win a $10,000, All-Expense Paid Trip to France!

Ahhhh, France in summer: lazy evenings sipping wine and eating great food at Parisian cafes, perhaps "a lovely picnic at one of the Castles of the Loire or biting into a juicy slice of Cavaillon melon?" Or, there's always the "[m]edieval stoned villages, rolling hills covered in vineyards, fresh pate and a gorgeous river valley" of Dordogne; a spectacular fireworks display at "the world's most famous and iconic Medieval walled city, Carcassonne;" hanging out on the Paris Plage, where you can "enjoy cocktails at the open-air bars or work on their tan on the chaise longues." Just a few ideas for what to do when you're in France this summer on your all-expense-paid, $10,000 trip!

So how, you ask, do you get one of these amazing, albeit extremely expensive, trips to France en été? Very simple: run for, and win, a seat in the Virginia General Assembly! I'm not kidding -- check this out:

More than a dozen Virginia legislators are flying to France this month on all-expenses paid trips as part of an aggressive lobbying effort by a company pushing lawmakers to lift a ban on uranium mining in the state.

Virginia Uranium invited nearly all 140 state lawmakers to France as it looks to mine what is thought to be the largest deposit of uranium in the United States, in south central Virginia, despite concerns about unearthed radioactive material that could contaminate the area's land, air and drinking water.

Five legislators arrived in Paris on Wednesday to see a closed mine in Bessines, in western France, where uranium was excavated for 50 years until the late 1990s. Nine others leave Tuesday on a five-day trip - expected to cost $10,000 a person - that includes about three free days in Paris

That's right, this company is willing to spend $10,000 each for 140 Virginia legislators -- $1.4 million total -- in order to...uh, assist them in making the "right" (ahem) decision on uranium mining in Virginia.

Put aside the specifics of this issue, whether or not you agree with uranium mining in Virginia, because that's not really the point. What is the point is very simple: as much as legislators claim they can't be bought, can't even be influenced, etc., this is a classic case of how corporations are attempting to purchase our Democracy, both here in Virginia and across the country. Recently, I attended a forum on the egregious "Citizens United" Supreme Court decision, which rubber-stamped and accelerated the takeover of America by the corporations, of the corporations, and for the corporations. Here in Virginia, sadly, it's been that way for a long time, as there are essentially no limits, other than disclosure, on corporate giving to our lawmakers, lobbyists wining and dining them, you name it. Does that make you comfortable?  If so, why?  Personally, it makes me extremely uncomfortable - and angry! Is this really what the Founding Fathers intended? Is this what Abraham Lincoln intended? Is this what our ancestors fought for - and in some cases died for - in World War II and throughout the Cold War?

Fortunately, there remains one check-and-balance on this egregious situation -- public outrage and disgust. Thus, as the Washington Post article points out, "Most legislators declined the pricey jaunt - the second invite from the company in two years - months before the fall election."  Wise move, especially at a time when hundreds of thousands (millions?) of Virginians are out of work, underemployed, "underwater" in their mortgages, or otherwise struggling to get by in this tough economy.

In that environment, Virginia lawmakers - most of them, anyway - are smart enough to realize that jetting off on a $10,000 all-expenses-paid junket to France isn't exactly the message you want to be sending. Especially when that junket is financed by a wealthy, powerful corporation with business before you! Can we say, "massive conflict of interest?"  Can we say, as the otherwise deplorable Del. Dave "Abuser Fees" Albo (R-Owned by Corporate Money) correctly calls it, "the appearance of impropriety?" Or, as Del. Mark Sickles (who made the correct decision in turning down the money) puts it, "It could appear to be extravagant." Like a couple bottles of Pernod-Ricard Perrier-Jouet champagne (about $10,000, the price of the uranium-funded boondoggle to France, for 2 bottles), perhaps?

The question is, what on earth are the legislators who accepted these trips thinking exactly? I mean, I can understand Republicans like John Cosgrove and William Janis -- that's what these guys do, after all. And I can understand ethically challenged (to put it mildly) Democrats like Del. Lionel Spruill, who last we saw in 2009 taking huge wads of money from Brian Moran's and Jon Bowerbank's 2009 campaigns for Governor and LG to do...god knows what for them (actually, last we saw Spruill, he was ranting and raving incoherently about not losing his soul by voting for an atheist, Democratic Congressional nominee Wynne Legrow, and abandoning his buddy, Republican Congressman Randy Forbes).

But what about the others listed in the Post article, including several progressives? I can't wait to hear their protestations about how they are personally immune to $10,000, all-expense-paid trips to France, what with their pure moral code and all. That must be why this company feels it's worth it to spend $10,000 a legislator, because they know it has absolutely no chance of succeeding and it's a total waste of their money. Because we all know that corporations are in business to give away money, for no purpose whatsoever, and...oh forget it.

How this is legal.  As a State employee, I'm not even allowed to accept and pen from a drug rep.  I can be terminated for accepting, or even writing with such a pen in front of patients.  How is it legal for our State reps to accept a $10,000 trip to France that evidently includes no state business?

Even though I've been mostly (not always) a democratic party partisan, over the decades I have observed that unethical acceptance of legalized bribes (not to mention refusal to change Va. law to make bribes illegal for legislators just the same as it is for Executive Branch employees of the taxpayers who pay the legal part of their salaries) has always been a bi-partisan activity eagerly supported by both major parties as well as most independents.

And why not ? The voters don't seem to care that the people they often elect refuse to even let lobby reform bills eget out of committee, much less force them to openly admit in floor debate that they don't want to give up their supplemental income that always exceeds what we pay them to conduct the "peoples' business" which always turns out to be the "coporate lobbyists' business" who often write their bills for them, then pay other GA members to vote for their bills and against the few bills that are for "the people".

I would strongly encourage the Dems on the list to drop the trip or -- at the least -- provide a full explanation.  I don't want my public officials for sale to the highest bidder.

In addition to campaign finance reform, VA needs to raise legislator salaries to a decent level, to reduce these temptations at least a bit -- not that this provides any excuse.

Anybody who knows me knows they can't buy my vote. As somebody who's been named a Legislative Hero five times by the League of Conservation Voters, I hope my record speaks for itself when it comes to standing up for our environment.

We're going to France because that's where the comparable mine is, not because it's a tourist destination. I'm also planning a trip later in the year to the proposed mine site here in Virginia. The fact of the matter is that there's great value in being able to see these sites and operations firsthand. As a member of the Natural Resources Subcommittee, I will be heavily engaged in this debate; if proponents are able to say they've seen it work safely firsthand, and all I can do is cite what I've read or been told, I will be at a huge disadvantage.

While some of my colleagues may have the personal resources or accumulated frequent flyer miles to pay their own way, but I do not, and I don't think such a trip would be an appropriate use of either campaign funds or taxpayer dollars. Therefore, my alternatives are to pass on the trip and miss the opportunity to be as credible and informed as the other side, or accept Virginia Uranium's offer to pay my way. This is arguably among the most significant policy decisions the General Assembly will make, and I believe I have an obligation to do everything possible to be well-informed and well-equipped to advocate for the correct course of action.

"I believe I have an obligation to do everything possible to be well-informed and well-equipped to advocate for the correct course of action". In fact, you have no such obligation. There are some things you should NOT do even if, arguably, they might make you better informed and better equipped. Taking this trip is one of those things. This trip doesn't pass the smell test. I urge you to think it over and change your mind.

This must be a learning trip.Maybe if they take the trip next January( Winter weather, cheaper airfare) they would not be facing heat

I was a state employee for 30 years.  I could not and would not take favors from the regulated industry.  However, as a regulator I watched elected representatives defend business interests who violated the very laws that the elected representatives passed.  Talk about a gross conflict of interest!  Virginia has always claimed clean government.  What a joke.  Our elected reps are just not quite as overt as some others in their graft and corruption.  They act a little more like gentlemen rather than grasping money grubbers. Of course bulk of the Virginia media, led by the Richmond Times Dispatch and their little clones across the state, turn a blind eye to such goings on. The result is the same.  It is corrupt government.  

Hey, here's a thought: The Sept. DPVA quarterly meetings will be in PWC. (0.00 / 0)
I don't know yet the specific location in PWC for the quarterly DPVA meetings, but I do know it's 16-17 (Fri.-Sat.)Sept. and somewhere in PWC, so it would be really cool if someone from among the BV bloggers could convince the DPVA to have one or more of the free trip recipients (starting with Englin) to give a full trip report to the Steering Committee Friday eve. and to the full Central Committee meeting Sat. morning, including what otherwise unobtainable vital uranium mining information these travelers  obtained (how to properly and safely drink expensive French wine doesn't count, but should be included in the trip report if they had to pretend to enjoy it to avoid being rude).

I'd like for the DPVA chair to say how he would propose that the GA Dems. should get ahead of the GOP and draft/pass a reform bill that would prohibit acceptance of such blatant conflict of interest gifts so the Dems. could use this as a campaign theme this year - maybe even amend the DPVA official platform ? Sure, I know you think I've gotten into Happy Hour a bit early if I think Brian (or any other voting member of the  DPVA) would propose adding this issue to the Party Platform.
general public (as observers), including the press which does include the "free press" such as the BV. And interviews Friday evening with video camera in hand before and after the Steering Committee meeting are easy to come by. Lots of opportunity to catch folks off-guard and off-script and get some very candid (often very honest) comments.

I think what I was trying to say before I accidentally deleted part of the section right after the paragraph ending with "...would propose adding this to the Party Platform." was that "The meetings are open to the general public..." and the rest I think is o.k., so it probably makes a little more sense now.

Another obvious observation is that there's no expense involved for anyone in NoVa to attend, except for the (now dropping) cost of gasoline. And for those of you who might want to come from out of town there are numerous reasonably-priced hotels around Prince William County, and even in Fairfax County, if you want to do a little socializing with your fellow BV contributors in NoVa.
