VIRGINIA BEACH, Va. – Former small business owner, 20-year U.S. Navy veteran, and two-term member of Congress Rep. Elaine Luria announced today that she raised more than $1.1 million in Q4 of 2025 as momentum continues to build behind her campaign to unseat vulnerable Republican Rep. Jen Kiggans.

After hauling in $500,000 in the first 24 hours of her campaign launch, Rep. Luria finished the quarter with over $1 million cash on hand.

“The momentum behind our campaign has been growing more and more every day throughout Hampton Roads and Virginia. From Isle of Wight County to Accomack County, Virginians are fired up to flip this seat, take back the House, and send a message to the country,” Rep. Luria said. “Coastal Virginia deserves better than Jen Kiggans who continues to put her political interests above the issues that matter most to them. I look forward to continuing our momentum into this new year and working every day to make life more affordable, cut health care costs, and grow our economy.”

Rep. Luria also secured key endorsements from Gov.-elect Abigail Spanberger, Sen. Tim Kaine, and Sen. Mark Warner, President Pro Tempore of the Senate of Virginia Louise Lucas, former Gov. Terry McAuliffe, former VA-02 candidate Michael Williamson, VoteVets, New Politics, 314 Action, and Elect Democratic Women.

Last week, Jen Kiggans voted against extending Affordable Care Act (ACA) tax credits as Virginians face skyrocketing health care costs. She continues to take cues from D.C. party bosses instead of working to make life more affordable for the people of Hampton Roads.

In December, Vulnerable Republican Jen Kiggans refused to sign a bipartisan measure backed by a majority of members of Congress that would extend the ACA tax credits. She has established a pattern of promising Virginians one thing in public, only to turn around and vote the other way in Washin gton. Kiggans lied when she promised to protect access to health care, only to turn around and vote for the largest cuts to Medicaid in history. Kiggans lied again when she promised to protect clean energy tax credits, but then “flip-flopped” and voted to take a “sledgehammer” to the credits instead. Kiggans has voted 100% of the time with Donald Trump – demonstrating that she puts her D.C. party bosses ahead of the Virginians she claims to represent.

Rep. Luria is running to fight for the working families of Hampton Roads who work too hard yet face rising costs because of Jen Kiggans putting her own political interests above the issues that matter most to Coastal Virginians.
