Good news on Virginia’s massive offshore wind project:
- “Coastal Virginia Offshore Wind will resume construction after a federal judge on Friday temporarily lifted the Trump administration’s suspension of the project.
- This is the largest offshore wind project under construction in the U.S. Dominion Energy is the owner and developer.”
So yeah, good news, although the fact is, the Trump administration was wildly out of bounds – on both the law and the policy merits – to every put a hold on this in the first place. WTF is wrong with them? Pretty simple: a) they’re climate science deniers; b) they’re fossil fuel industry tools; c) they’re evil; d) they’re f’ing morons.
With that, see below for reactions, starting with Speaker Don Scott, who says “I applaud the court’s decision to block this reckless and unlawful order…This disruption should never have happened.” Bingo!

- Sen. Mark Warner: “Good news for an (almost completed!) project that never should have been paused in the first place. Trump’s reckless, illegal, and politically-motivated attack on offshore wind only serves to drive up Virginians’ power bills further and risk good-paying jobs. We’ll keep fighting for these critical energy projects.”

U.S. District Court grants preliminary injunction allowing Coastal Virginia Offshore Wind project to resume work
RICHMOND, Va.–(BUSINESS WIRE)– Today the U.S. District Court for the Eastern District of Virginia granted Dominion Energy’s request for a preliminary injunction allowing construction to resume on the Coastal Virginia Offshore Wind (CVOW) project while Dominion Energy’s lawsuit challenging the agency’s action proceeds. Our team will now focus on safely restarting work to ensure CVOW begins delivery of critical energy in just weeks. While our legal challenge proceeds, we will continue seeking a durable resolution of this matter through cooperation with the federal government.
CVOW will consist of 176 offshore wind energy turbines generating a total of 2.6-gigawatts — enough energy to power up to 660,000 homes. CVOW is a critical part of Dominion Energy’s all-of-the-above diverse energy supply strategy to meet our region’s growing demand.

Warner, Kaine, Scott, McClellan Statement on U.S. District Court Ruling Allowing Construction of the Coastal Virginia Offshore Wind Project to Resume
WASHINGTON, D.C. – Today, U.S. Senators Mark R. Warner and Tim Kaine, along with U.S. Representatives Bobby Scott and Jennifer McClellan issued the following statement after the U.S. District Court for the Eastern District of Virginia issued a preliminary injunction against the Trump Administration allowing Dominion Energy to resume construction of the Coastal Virginia Offshore Wind Project:
“We applaud today’s federal court decision granting Dominion Energy’s request for a preliminary injunction and allowing construction of the Coastal Virginia Offshore Wind (CVOW) project to resume. This project has already undergone years of rigorous review and is poised to deliver clean, reliable, and affordable energy while creating thousands of good-paying jobs in Hampton Roads. CVOW represents the kind of investment in domestic energy our region and nation need.
“Today’s ruling is a victory for Virginians, who otherwise would face increased energy costs as a result of the Trump Administration’s shortsighted opposition to clean energy. We will continue to work to protect this critical and growing industry and to ensure clean energy projects that have met every legal and regulatory requirement can move forward without undue political interference.”
