Richmond, Va. — Last night, Governor Abigail Spanberger signed House Bill 29 that, among other provisions, provides a congressional map to be approved by voters in the upcoming referendum, with Early Vote beginning on March 6 and Election Day on April 21.
Virginians now have the power to approve a temporary, emergency measure to level the playing field ahead of the 2026 midterm elections. If voters approve, the map will take effect for the 2026 elections upon certification of the referendum, and Virginia’s normal redistricting process will resume following the 2030 Census.
“At a time when Donald Trump and MAGA legislatures across the country are trying to rig the midterms, Virginia is doing the opposite — giving voters transparency and the final say,” said Keren Dongo, Campaign Manager for Virginians for Fair Elections. “This is a temporary, emergency step to level the playing field and protect fair representation, and now the decision belongs to the people of Virginia.”
Across the country, MAGA-controlled legislatures in states like Texas, North Carolina, and Florida are moving to redraw congressional maps at Trump’s direction to rig the midterm elections in their favor. The Virginia amendment ensures that voters — not politicians — decide their representation..
