Gov. Abigail Spanberger Signs New Congressional Maps, Putting Final Approval to Virginia Voters

“At a time when Donald Trump and MAGA legislatures across the country are trying to rig the midterms, Virginia is doing the opposite"

See below for a press release from the pro-referendum group, Virginians for Fair Elections, about Gov. Abigail Spanberger last night signing  House Bill 29 “that, among other provisions, provides a congressional map to be approved by voters in the upcoming referendum, with Early Vote beginning on March 6 and Election Day on April 21.” So now, the only things that really can stop the new map from taking effect are: 1) the courts (seems unilkely, but we’ll see); 2) the voters on April 21, if they disapprove (also seems unlikely?).

Governor Signs New Congressional Maps, Putting Final Approval to Virginia Voters

Richmond, Va. — Last night, Governor Abigail Spanberger signed House Bill 29 that, among other provisions, provides a congressional map to be approved by voters in the upcoming referendum, with Early Vote beginning on March 6 and Election Day on April 21.

Virginians now have the power to approve a temporary, emergency measure to level the playing field ahead of the 2026 midterm elections. If voters approve, the map will take effect for the 2026 elections upon certification of the referendum, and Virginia’s normal redistricting process will resume following the 2030 Census.

“At a time when Donald Trump and MAGA legislatures across the country are trying to rig the midterms, Virginia is doing the opposite — giving voters transparency and the final say,” said Keren DongoCampaign Manager for Virginians for Fair Elections. “This is a temporary, emergency step to level the playing field and protect fair representation, and now the decision belongs to the people of Virginia.”

Across the country, MAGA-controlled legislatures in states like Texas, North Carolina, and Florida are moving to redraw congressional maps at Trump’s direction to rig the midterm elections in their favor. The Virginia amendment ensures that voters — not politicians — decide their representation..

About Virginians for Fair Elections

Virginians for Fair Elections is the campaign advocating for a constitutional amendment to protect fair representation and ensure Virginia voters — not politicians — have the final say over congressional district maps. The amendment is a temporary, emergency exception designed to level the playing field for Virginia’s congressional elections, with the Commonwealth’s bipartisan redistricting commission resuming full authority after the 2030 census.

DCCC Chair Statement on Gov. Spanberger Signing New Congressional Map to Be Used if Virginia Voters Amend Their Constitution in April
Today, DCCC Chair Suzan DelBene released the following statement after Governor Abigail Spanberger signed a law containing a new Congressional map that would be used in the 2026 election if Virginia voters successfully amend their constitution in April:

“I applaud Governor Spanberger and the Virginia General Assembly for moving swiftly to approve a new congressional map that will ensure Virginia voters have fair and equal representation in Congress if they amend their constitution in April. From Texas to Missouri to North Carolina, Donald Trump and extreme Republicans are engaging in an unprecedented mid-decade gerrymandering scheme to try and rig the midterms. Virginia voters will now have the chance to stand up against these attacks on our democracy by approving a temporary, emergency exemption to level the playing field with this map.”
