Senators Adam Ebbin and Louise Lucas Jointly Introduced SB1101 The National Popular Vote Bill

Urge General Assembly to Help Guarantee Presidency to the National Popular Vote Winner & Ensure Every Virginia Voter Is Valued in Presidential Elections

RICHMOND, Va. – December 10, 2020– Senator Adam Ebbin (D-Alexandria) and Senate President Pro-Tempore Louise Lucas (D-Portsmouth) have jointly introduced the National Popular Vote Bill, SB1101, and urge its early and immediate consideration during the 2021 Virginia legislative session.

“If we truly believe in fairness, and value democracy over partisanship, it is time to elect the president based on the people’s will,” said Ebbin. “This legislation affirms the core principle of American democracy – one person, one vote.” 

Virginia would be the 17th jurisdiction to enact the National Popular Vote plan, increasing the total electoral vote count to 207, just 63 shy of the 270 electoral votes required for the agreement to take effect. 

“Our organization of Democrats, Republicans, and Independents believe there is a better way to elect the President of the United States,” said Saul Anuzis, former Michigan Republican Party Chairman and current senior consultant to National Popular Vote. “We are grateful to Senator Ebbin and Senator Lucas for filing the bill and will work by their sides to get it passed here in Virginia.”

The National Popular Vote Interstate Compact would guarantee the presidency to the candidate who receives the most popular votes across all 50 states and the District of Columbia. It has been enacted into law in 15 states and the District of Columbia, containing a total of 196 electoral votes. More information is available at www.nationalpopularvote.com.

“The needs of every Virginian need to be on the ballot during Presidential elections — our experiences understood, our questions answered. The President doesn’t just represent Miami- Dade in Florida, Kent County in Michigan, and Erie County, Pennsylvania. They also serve Virginians from Lee County to Accomack, Alexandria to Brunswick — but if you follow presidential campaigns, that wouldn’t be clear under the current system” added Senator Ebbin. 

“I invite all of my colleagues to join this effort to guarantee the presidency to the national popular vote winner, encourage the candidates to campaign to voters in all 50 states, put rural and urban voters on an equal footing in presidential elections, and make every Virginia voter relevant in the 2024 presidential election and beyond,” said Senator Lucas. 

Adam Ebbin (D – Alexandria) serves in the Virginia General Assembly as Senator for the 30th District.

Senator Louise Lucas (D-Portsmouth) serves in the General Assembly as Senator for the 18th District.
