Virginia Democrats Launch 2025 Coordinated Campaign: “Operation Virginia Victory”
VIRGINIA – The Democratic Party of Virginia (DPVA) today announced the launch of “Operation Virginia Victory,” a coordinated campaign that will help elect Democratic candidates across the Commonwealth in November 2025.
Operation Virginia Victory will mobilize voters by building an expansive program to speak directly to Virginians about the stakes of this year’s elections. The coordinated campaign will help drive up voter turnout in support of Democratic candidates who are focused on lowering costs, strengthening Virginia’s public schools, defending the rights of all Virginians, and protecting Virginia jobs and Virginia’s economy in the face of chaos coming from Washington, D.C. and the Trump Administration.
Operation Virginia Victory’s goals are clear. From now until November, the coordinated campaign will work to elect Congresswoman Abigail Spanberger for Governor, Senator Ghazala Hashmi for Lieutenant Governor, Delegate Jay Jones for Attorney General, House of Delegates candidates in 100 seats across the Commonwealth, and Democratic candidates down the ballot.

OVERVIEW: Operation Virginia Victory
- Hiring an Elite Team of Organizers: Operation Virginia Victory has hired an experienced and diverse team of field organizers and campus organizers that have extensive backgrounds working on competitive campaigns here in the Commonwealth and across the country. As of July 1, 2025, the coordinated campaign already has 87 staff on the ground in Virginia.
- Establishing the “Impact Program:” Operation Virginia Victory’s “Impact Program” will focus on winning support in key Virginia constituency groups and expanding the base of Democratic voters who are engaged in the November 2025 elections. The Impact Program will host, coordinate, and join community events to make clear the stakes of Virginia’s upcoming elections, engage in impactful conversations about the importance of voter participation, and earn the support of Virginians across the Commonwealth.
- Prioritizing Direct Voter Contact: Through Operation Virginia Victory, volunteers will be activated, trained, and managed to have persuasive conversations with voters through five modes of communication: doors, phone calls, text messages, high-traffic canvass efforts, and relational organizing. Virginia Democrats will meet Virginia voters where they are.
- Building on Momentum: Over the course of the summer, Operation Virginia Victory will activate volunteers in every corner of the Commonwealth to make sure Virginians have a plan to vote this fall. As of July 1, 2025, more than 7,400 volunteers have already taken action and attended at least one volunteer event in support of the coordinated campaign’s goals.
- Protecting the Vote: Operation Virginia Victory will execute a strategic voter protection program to ensure that Virginia voters have an opportunity to take part in this critical election and that their vote will count. During the Election this fall, Virginia voters will be able to contact the statewide Voter Assistance Hotline for support, and will see coordinated campaign poll observers at their local polling locations across the Commonwealth.
