FAIRFAX – Iraq and Afghanistan Veteran, progressive champion, and Democratic House of Delegates Campaigns Chair Dan Helmer today announced his candidacy for Virginia’s new Seventh Congressional District. In 2025, Helmer led Virginia Democrats to their largest majority in the House in nearly four decades. In 2023, he led the successful effort to flip the chamber – the first time in sixty years that Democrats had done so under a Republican governor. Helmer released the following statement:
“Our democracy is at a breaking point – and in this moment, we need proven progressive champions who can take on Donald Trump – and win. Most candidates promise to be fighters – I’ve actually done it. As a veteran in Iraq and Afghanistan, I lost my friends who fought for our democracy. So after Donald Trump was first elected, I stood up and ran for office myself, unseating a 17 year Republican incumbent who did Trump’s bidding, because I couldn’t stand idly by as Trump ripped up the Constitution my friends and I had fought to defend.
“In the General Assembly, I wrote and passed an assault weapons ban to get weapons similar to those I carried on battlefields overseas out of our churches, schools, and streets. I overcame Republican opposition to pass the largest expansion of SNAP benefits in Virginia’s history. And I wrote the bill to stop those who stormed the Capitol on January 6th from holding public office in the Commonwealth – and the bill to ensure that our public schools teach the truth of what happened that day, not MAGA propaganda. And today, I’m helping lead the effort to unmask Trump’s ICE agents terrorizing our communities and ending their cooperation with our local law enforcement.
“Last year, I helped recruit the strongest and most diverse class of Democratic challenger candidates in Virginia history. Together, we won a historic victory in November, delivering the largest Democratic majority in nearly four decades and re-electing Virginia’s first Black Speaker of the House of Delegates. I’m honored to have the support in this campaign of every freshman I helped elect last year, because they understand what it takes to campaign and win in every corner of Virginia.
“My wife and I chose to raise our children in Fairfax – where my sons attended Fairfax public schools, and my wife is a proud elementary school assistant principal. I run a business in Arlington, and as Campaigns Chair I’ve knocked doors and met with voters from Goochland to Fauquier to Prince William County to Rockingham. I know this community, and it will be the honor of my life to serve this district in Congress.”
Former Army veteran and Governor Ralph Northam released the following statement:
“As Governor, I got to know Dan Helmer as one of the most effective legislators in Richmond. He’s partnered with me on gun violence prevention and on making Virginia’s public education system the best in the country. As an Army veteran, I know he’s the fellow soldier I want standing watch for us in Washington.”
Democratic House Speaker Don Scott released the following statement:
“As Campaigns Chair, Dan Helmer delivered the largest Democratic majority in four decades. He whipped Virginia Republicans – Republicans in DC should be trembling in their orthopedic shoes.”
Helmer’s campaign announcement comes with the support of more than five dozen current and former elected Democratic officials representing every corner of the new VA-07. Congressman Eugene Vindman, who currently represents a large part of the district, released the following statement:
“Dan Helmer goes where the fight is. Again and again, he has put his entire being into the fight for our democracy: in Afghanistan, in Iraq, and as a lawmaker. He’s faced down threats and stood his ground — but he’s always gotten back up, dusted himself off, and returned to battle. There is no one else I want by my side pushing back against Trump’s attempts to shred our Constitution. Dan is the proven anti-Trump democracy champion we need in Congress now, and I’m proud to endorse him on day one of this campaign.”
Helmer has also received the first endorsement from a labor union in this race, UNITE HERE. Executive Secretary-Treasurer of UNITE HERE Local 25 Paul Schwalb released the following statement:
“Dan Helmer is the proven fighter for working people that Virginians need right now. He has a stellar track record of repeatedly standing up for labor rights and immigrants. We need champions who don’t just speak up on issues that matter to our members — but deliver on them. That’s Dan Helmer, and that’s why we are proud to support his candidacy for Congress.”
VoteVets Senior Advisor and Former Congressman Max Rose released the following statement:

In a surprise to…well, nobody, actually (LOL), Del. Dan Helmer is saying (albeit in a voice mail, per reporter Ally Mutnick’s scoop – and not so far in an official press release or campaign video) that he’s running for Congress in the newly drawn VA07. A few thoughts on this:
- As Sam Shirazi says (see screenshot, below), this is “as expected” (it’s been rumored for months). Also, as Sam Shirazi notes, “Helmer would likely have the backing of House Speaker Don Scott” and “would also seem to be the frontrunner, although imagine others might run.”
- This would be the third run for U.S. House by Helmer, who lives in Fairfax County and has served in the Virginia House of Delegates since January 2020: in 2018, Helmer ran in VA10, finishing fourth (with 12.55% of the vote) behind Jennifer Wexton (41.89%), Alison Friedman (22.96%), and Lindsey Stover (16.02%); then in 2024, Helmer ran in VA10 again, this time finishing second (with 26.55% of the vote) to Suhas Subramanyam (30.43%) in a 12-candidate field; and now in 2026 in the newly drawn VA07, where currently at least two Democrats – Ken Mitchell and JP Cooney – have announced, with many other names being rumored as well. So clearly, Helmer wants to be in the U.S. House very much.
- It’s hard to say for sure if this is what ended up happening, but there was lots of chatter about this district (see here for a detailed map; and yes, it really does look like a lobster, lol) being drawn specifically with Dan Helmer in mind.
- In his voice mail (see below), Helmer says he’s being endorsed by 40 House of Delegates Democratic colleagues, which is certainly impressive. Of course, Helmer just presided over one of the House Democrats’ most impressive victories in Virginia history – picking up 13 seats, to go from 51 to 64 – although it’s hard to say exactly how much that was the result of Abigail Spanberger winning by 15, how much was the result of Don Scott’s and Dan Helmer’s efforts, how much was the result of Virginia voters just hating Trump’s guts, etc.
- Helmer certainly has demonstrated an ability to raise money, whether for House of Delegates races or for U.S. House (e.g., he spent nearly $2 million on his 2024 run for VA10 and over $1.1 million on his 2018 run for VA10).
- So given all of that, we’ll see if any well-known “heavyweight” Democrats – perhaps someone like former VA Speaker Eileen Filler-Corn, who ran in 2024 for the VA10 Democratic nomination? – throw their hats into this race.
P.S. Significantly, Helmer recently announced the settlement of a defamation case he’d brought, stemming from the closing days of the 2024 VA10 Democratic primary, during which allegations were made about Helmer; allegations which Helmer said “caused immeasurable harm to myself, my wife, and my two children.” Clearing out that matter seemed to be essential for Helmer to run again for Congress, which is exactly what’s now come to pass…
