Sadly not surprising, but Virginia gets an “F” when it comes to distributed (e.g., rooftop) solar power. See below for the section on Virginia. Oh, and one more thing: THIS is what Virginia SHOULD be doing and COULD be doing if it weren’t controlled by Dominion – “Hawaii Gov. David Ige (D) on Tuesday signed a bill directing the Public Utilities Commission to implement performance-based regulation by 2020 that breaks the link between utility revenues and capital investments.”
