Excellent job by Del. David Englin (D-Alexandria). Unfortunately, HB 1428 passed the House of Delegates, 66-33, mostly on party lines. As one commenter points out on Richmond Sunlight:
This bill is not about safety and health but another way to create road blocks to first trimester abortion, which is safe and legal, and usually performed in private doctor’s offices and clinics. It is well regulated already and is safer than many procedures done in dermatology and surgical offices.
Fortunately, as the AP reports, the bill now “heads to the Democratic-controlled Senate where similar bills have perished for years before the Education and Health Committee.”
