Gretchen Bulova Wins HD11 (Fairfax) Democratic Firehouse Primary 47.7%-17.6% (1,188 Votes Cast); Margaret Angela Franklin Wins HD23 (Prince William/Stafford) Democratic Firehouse Primary with 67% (334 Votes Cast)

Today, Democrats in HD11 (Fairfax City/Fairfax County) and  HD23 (Prince William County/Stafford County) held “firehouse primaries” to select their nominees for the January 6, 2026 special elections to fill the seats of Del. David Bulova (D-HD11) and Del. Candi Mundon King (D-HD23), respectively. The reason for these special elections is that both Bulova and Mundon King were selected by Governor-elect Abigail Spanberger to serve in her administration, with Bulova as Secretary of Natural & Historic Resources and Mundon King as Secretary of the Commonwealth. These are both solid-blue districts, so neither should be particularly competitive on January 13, but still, you never want to take anything for granted.

Anyway, with that, here are the results from the “firehouse primaries” today.

Gretchen Bulova, Margaret Angela Franklin, Win Firehouse Primaries Become Nominees to Fill Vacated House of Delegates Seats

Today, Virginians in two House of Delegates Districts turned out to cast their ballots in firehouse primaries ahead of a special election to be held on January 13, 2026 to fill two vacant House of Delegates seats.

Gretchen Bulova won the Democratic nomination for House of Delegates District 11 being vacated by Delegate David Bulova, who has been nominated by Governor-elect Abigail Spanberger to serve as Secretary of Natural and Historic Resources. Bulova has spent the last three decades serving the Fairfax community and currently serves as the Director of the Office of Historic Alexandria.

Margaret Angela Franklin won the Democratic nomination for House of Delegates District 23 being vacated by Delegate Candi Mundon King, who has been nominated by Governor-elect Abigail Spanberger to serve as Secretary of the Commonwealth. Franklin is currently a member of the Prince William County Board of Supervisors and a fierce advocate for housing assistance and social justice issues.

Democratic Party of Virginia Chairman, Senator Lamont Bagby, issued the following statement about tonight’s results:

“Congratulations to both Gretchen Bulova and Margaret Angela Franklin. Their victories reflect voters’ desire for experienced, principled leaders committed to protecting fundamental rights, strengthening our communities, and delivering real results. Both Gretchen and Margaret have long records of public service, and I am confident they will be powerful advocates in the House of Delegates.”
