See below for an interesting – albeit nauseating, unless of course you like blatant corruption, pay to play, etc. – discussion regarding Dominion Energy, its ripoff “rate freeze” bill and the way the “sausage is made” in the Virginia General Assembly. Here’s an interesting snippet, IMHO, from the discussion between energy reporter Robert Zullo and political reporter Jeff Schapiro. The following is Zullo speaking:

Terry Kilgore is the patron of the bill, but “who’s quarterbacking this effort is very clear…the first people to hand out bullet points of what the changes are were Dominion’s spokespeople, their lobbyist Jack Rust…is the one explaining the changes to the subcommittee; they’re still very much the power behind this legislation….To what extent does the governor’s stance…derail what Dominion wants to do here, which is move to a system where they get credit for money spent and they don’t have to return money to ratepayers or lower rates, I mean that’s the goal here.
