DNC, Former Gov. McAuliffe, etc. Call for Making Voting by Mail Universally Available…ASAP

Can Virginia implement this without legislative action, or do we need a Special Session?

As the DNC, former Gov. Terry McAuliffe, elections/voting rights attorney Marc Elias, etc. say in their tweets (see bellow), all states – including Virginia – need to make sure that every voter is able to vote by mail, with pre-paid postage envelopes being provided to all voters, ballots postmarked by Election Day counting, etc.  See below for the “gold standard” on this. Also, a question: is there anything the Virginia General Assembly needs to do in order to make this happen? If so, is a special session called for, possibly soon, on this topic specifically?
