Good stuff from former (and hopefully future, as of January2027) Rep. Elaine Luria (D-VA02) – as 2Q26 fundraising reports are due to the FEC by July 15. It’s going to be very interesting to see numbers in VA01 (including among the Democratic primary candidates vying to take on Rep. Rob Wittman), VA05 (Tom Perriello, who is vying to take on Rep. John McGuire), etc. as well. Bottom line: Luria has more than $3.5 million in cash-on-hand, compared to Kiggans’ last report (in April) which showed she had $3 million cash-on-hand. Looking good for Luria, in other words!
By the way, to get a feel for how competitive Virginia’s U.S. House districts are, check out The Downballot’s estimates “of presidential election results by congressional district” – including for Virginia specifically (see screenshot, below the Luria press release). Bottom line: most districts are either safe-R (VA06, VA09 ) or safe-D (VA02, VA03, VA04, VA08, VA11), with two definitely competitive districts (VA02, VA01) and one possibly competitive district (VA05)…
Rep. Luria Raises Nearly $1.6 Million in Q2, Has More Than $3.5 Million Cash on Hand to Defeat Jen Kiggans
VIRGINIA BEACH, Va. – Today, former small business owner, 20-year U.S. Navy veteran, and two-term member of Congress Rep. Elaine Luria announced her campaign raised nearly $1.6 million in Q2 2026 and has more than $3.5 million cash on hand to defeat vulnerable Republican Jen Kiggans and flip VA-02.
Rep. Luria has raised nearly $4.5 million since launching her campaign in November 2025. She outraised Kiggans for two straight quarters after raising more than $1.1 million in Q4 of 2025 and more than $1.75 million in Q1 of 2026.
“Virginians are fired up to flip this seat, send Jen Kiggans home, and send a message to Washington that they’re tired of the culture of corruption that raises prices on working families and only rewards billionaires,” Rep. Luria said. “Our campaign is powered by Virginians who want a fighter for their families in Congress, and we will continue this momentum into November to win this seat again.”
Earlier this week, Rep. Luria released her first ad of 2026. “Ready” highlights her commitment to being ready to fight corruption in Washington and lower prices for working families.
In addition to being added to the DCCC’s Red to Blue list, Rep. Luria has secured key endorsements from Gov. Abigail Spanberger, Sen. Tim Kaine, Sen. Mark Warner, Rep. Bobby Scott, Rep. James Walkinshaw, Rep. Jennifer McClellan, Rep. Eugene Vindman, Rep. Suhas Subramanyam, Rep. Don Beyer, VoteVets, New Politics, 314 Action Fund, League of Conservation Voters (LCV) Action Fund, Planned Parenthood Action Fund, Brady PAC, EMILY’s List, DMFI, New Democrat Coalition Action Fund, and Elect Democratic Women, NRDC Action Fund.
Jen Kiggans has established a pattern of promising Virginians one thing in public, only to turn around and vote the other way in Washington. She voted repeatedly to keep Trump’s cost-spiking tariffs in place, despite the fact that they have cost the average American household $1,700 more. Kiggans also voted twice to continue Trump’s Iran war, even as a report found that grocery prices spiked last month at their fastest rate in four years and inflation reached its highest level in nearly three years due to the war. As gas and energy prices spiked due to the war, Kiggans removed parts of her campaign website focused on the cost of gas and the affordability crisis impacting Virginians.
Kiggans lied when she promised to protect access to health care, only to turn around and vote for the largest cuts to Medicaid in history. Kiggans lied when she said she would extend the Affordable Care Act (ACA) tax credits, but then voted to allow health care premiums to skyrocket. Kiggans lied again when she promised to protect clean energy tax credits, but then “flip-flopped” and voted to take a “sledgehammer” to the credits instead. Kiggans has voted 100% of the time with Donald Trump – demonstrating that she puts her D.C. party bosses ahead of the Virginians she claims to represent.
Kiggans was a major proponent of DOGE even as the agency wrecked Virginia’s economy and hurt veterans. Local media reported that “Kiggans embraced the program from the outset” and even said DOGE was “so necessary.” It has been reported that Kiggans’ backing of DOGE led to “the termination of more than $8.3 million in grants and leases tied to the district, including funding streams connected to veterans services and facilities.”

Woodbridge, Va. — Today, Congressman Eugene Vindman (Va.-07) announced that his campaign raised more than $2.3 million in the second quarter of 2026 and has $6.6 million cash on hand.
During the second quarter, the average grassroots donation was just over $27 among over 75,000 contributions. More than 98% of contributions were $100 or less.
These numbers mark the highest cash on hand ever recorded by a Virginian House candidate at this stage of the cycle and the second-largest second-quarter fundraising haul in Virginia House history, trailing only Vindman’s own record-setting 2024 performance.
“This campaign has always been about putting Virginians first. Families are struggling with the rising cost of living, and they’re tired of the chaos and corruption coming out of Washington. Our campaign is gaining momentum because we’re focused on what matters most: lowering costs, tackling corruption, and delivering results for working families,” said Vindman. “I’m deeply grateful for this incredible support. Donations came from supporters across Virginia and every locality in VA-07.
