    We thought they would return, but were nonetheless shocked when they reappeared, apparently without notice, to make yet another statement of hatred and bigotry. Our approach to this needs to be multifaceted, personal, local, and state. Several thoughts in the moment.

    At the state level, Senator Deeds and I have been working on several pieces of legislation, including but not limited to, the following

    1 Authorizing jurisdictions, under the demonstration permitting process, to require certain security measures, including prohibitions of weapons within a designated perimeter of a demonstration. I think Charlottesville may already have the ability to control torches like we saw last evening, even when a permit has not been issued.
    2. Expand Virginia’s anti-paramilitary organization statute. As Lloyd Snook notes in his recent facebook post, seventeen states, including Virginia, have such statutes making it illegal to be a paramilitary organization with the intent to commit a civil disorder. The paramilitary groups in Charlottesville on August 12 say that they were here not because of a political ideology but to “keep the peace.” But they were also armed to the teeth, thereby increasing the tension and the possibility of an exchange of gunfire. We were lucky. We really do not need private armies in Virginia.
    3. Providing localites the ability to control statutes on public property.
    4. Ensuring that when state police resources are involved, state and local authorities work together to ensure effective deployment.
    5. Put more state resources into monitoring neonazi and white supremacy groups promoting violence.

    There is much more thinking to do– much more vigilance to pursue.

  • House Dems Condemn White Supremacist Demonstration in Charlottesville

    RICHMOND, Va. – House Democratic Leader David J. Toscano and Caucus Chair Charniele Herring today issued the following joint statement condemning last night’s gathering of white supremacists and neo-Nazis in Charlottesville:

    “We unequivocally condemn the white supremacists and neo-Nazis who once again gathered last night in Charlottesville. These people are despicable and disgraceful, and we do not have room for them in Charlottesville or in the Commonwealth. We will neither defend them as ‘very fine people’ nor use language such as ‘both sides’ that suggests a moral equivalence. Politicians like Donald Trump who have failed to call a spade a spade have only further empowered and invigorated these neo-Nazis, and leaders who could not find the courage to call out Trump for his role in perpetuating this hate are just as culpable. On behalf of our caucus, we have one simple and resounding message for the white supremacists: you will not win.”

    The Mayor and City Councilors happily and greedily delight in their notoriety while:

    – enjoying the power and privilege given them in the ‘Jim Crow’ era City Charter. Why haven’t they called for a ‘blue ribbon’ commission to study the ‘Jim Crow’ legacy in the City’s Charter?

    1. a falling down skyscraper in the center of the city that has been DANGEROUSLY FALLING DOWN for going on ten years
    2. a falling apart primary route bridge, that has been DANGEROUSLY FALLING APART for more than TWO DECADES. In fact, it was so dangerous, years ago!, that they closed one side’s walkway. They have spent a million or more $ on forums, staff time, engineering studies, consulting, design studies, etc.
    3. LAWSUIT with private businesses about parking without a point! no gain, all pain for City residents!
    4. LAWSUIT with the County about zoning park land that is in the COUNTY! DUH! ITS in the COUNTY: the COUNTY zones in the County. DUH!
    5. a dangerous falling apart, unfit, unhealthy, unsafe tower where the City PUTS the most vulnerable: the sick, old, poor. The nasty building is from 1976! Can you count? That is MORE THAN FORTY – 40 – years! They want to spend millions on statues while leaving the sick, old, poor in a NASTY WAREHOUSE more than 40 years old!
    6. UN-affordable housing to the moon! Some advocates reckon that 1/3 or more City residents are living in housing that is UN-affordable when considering their household income.
