It’s very early, and a ton of stuff will happen by 2020 that could jumble things around big time. With those caveats – and more! – in mind, here’s the Cook Political Report’s first ratings for 2020 U.S. House of Representatives races. The bottom line: “initial ratings show Democrats with a head start in 219 races, Republicans with an advantage in 196 seats and 20 Toss Ups. Of the 20 Toss Ups, 16 will be held by Democrats in January and four by Republicans.”
