  • Welcome to a place that’s really far down the rabbit hole – Alice in Wonderland, where up is down and down is up and there’s not a lot of rational behavior coming from unfortunately a lot of my Republican friends, where one of the most important issues since I’ve been in the Senate – support for Ukraine – hangs in the balance, and support for our allies – Israel, support for humanitarian aid for folks in Gaza…we’ve gone through a week where for months my Republican friends asked for a strong  border security bill, and the border is a mess; that bill was produced in a bipartisan fashion led by a very conservative Senator, James Lankford, only to have those same folks kill that bill and then yesterday say, oh no, to process this we need to go back to border provisions even though they rejected them earlier. So if you have a hard time following this, don’t feel alone.”
  • “On the other hand, I come from a rare burst of sanity, where the Senate just concluded voting on getting on the bill that would be national security alone – Ukraine, Israel, humanitarian and China/Taiwan – with 67 votes. And that meant 17 of my Republican colleagues said, let’s get on this bill; if we can hold anything close to that margin after we go through an amendment process, that will put I think the House in in an extraordinarily difficult position if the Speaker – who seems to lose more credibility every day – doesn’t at least allow his members to vote on this critical issue. And why critical? Because if we don’t stand by Ukraine, Vladimir Putin will win in Ukraine. If we don’t stand up now for Ukraine, Ukraine is literally running out of artillery shells…If we don’t stand up now, the very credibility of NATO going forward will be undermined…if America can’t be counted on for on its word…many [Republican senators] maybe because Donald Trump has tweeted otherwise, have run for the hills. That kind of American isolationism, I tell you as the chairman of the intelligence committee, is is not good for America, it’s not good for stability around the world, it’s not good for our economy. If people can’t trust America to keep its word, then we’ve got challenging days ahead. So my hope is that we will stay in session until this is done…”
  • “And again, I hope we continue to bring back border security. The border is a mess and we’ve got to do more to secure the border and stop some of the programs that have been referred to as catch and release…”
  • I continue to worry that we may be looking at the perfect storm in terms of foreign interference in our elections this year. I am concerned for four reasons that we are less prepared today than we were four years ago – first, because you have nation states – China, Russia, Iran, North Korea, but particularly Russia, who has a lot to gain if they interfere in our elections and undermine support for Ukraine. Two, in the past, what Russia had to do was try to raise sometimes crazy theories and undermine faith in our elections…unfortunately, right now there are a lot of Americans who’ve lost faith in a lot of our electoral systems, so the efforts of foreign actors to accelerate or amplify those concerns about faith in our elections is much greater today than it was four years ago…”
  • I think it was very appropriate that yesterday our strikes took out one of the leaders of one of these Iranian-backed Shia groups. And I think President Biden has made clear, and I think we should make clear, the United States will always choose the time and place to respond. But any group or any entity that strikes American forces, particularly when Americans have been killed as they were in Jordan, they will pay a price. And I think it is appropriate that we continue these actions…For those of my colleagues who say bomb
    inside Iran right now…I was just in the region and I had heard no voices in any country that thought we ought to get into a full-fledged war with Iran at this moment…”

Chaos Caucus Agent Jen Kiggans is “Frustrated” with Chaos Of Her Own Making 

Jen Kiggans is in for the fight of her political career this fall — and she knows being in the House majority on track to becoming one of the least productive in US history isn’t doing her any favors.

When talking about how Virginia voters view her party’s unprecedented dysfunction, Kiggans told CNN’s Manu Raju “It’s frustrating for people like me.”  

This falls in line with her colleague Rep. Chip Roy, who yelled on the House floor, “One thing. I want my Republican colleagues to give me one thing – one – that I can go campaign on and say we did.”

Kiggans is campaigning with nothing to show for and will instead have to explain voting in lockstep with the most extreme MAGA members in her party to rip away women’s reproductive freedom and cut services for veterans.

“Instead of delivering results and standing up for veterans, Jen Kiggans caves to party extremists who want to ban abortion and threaten to shut down the government at every turn. Kiggans may be frustrated with her reelection prospects, but Coastal Virginians are beyond frustrated with her track record — and she’ll hear from them in November.”

As you can see, Sen. Tim Kaine has a huge lead in “cash-on-hand” over his loony-tunes/far-right potential opponents. But let’s not take anything for granted, as the thought of having one of these extremist nutjobs replace the superb Sen. Tim Kaine should send cold chills up and down our spines.

As for the key, competitive U.S. House districts, in VA02, unfortunately incumbent Rep. Jen Kiggans (R) – who is truly abysmal and who badly needs to be replaced this November – currently has a large lead in “cash-on-hand” over Democrats Missy Cotter Smasal and Jake Denton. That’s going to need to change – fast – for Democrats to have a good shot in this “purple”/swing district (that Joe Biden won by 2 points in 2020).

In “purple” VA07, where Rep. Abigail Spanberger (D) has announced that she won’t be seeking reelection to this seat, as she’s running for governor of Virginia in 2025, the cash-on-hand numbers show Democratic candidate Eugene Vindman waaaayyy ahead, with $1,094,983 cash-on-hand as of 12/31/23. Vindman is followed by Republicans Derrick Anderson ($328k) and Bill Moher ($277k), then Democrat Margaret Franklin ($115k), Republican John Prabhudoss ($100k), Democrat Brian Sewell ($97k), Republican Cameron Hamilton ($95k) and Democrat Elizabeth Guzman ($42k). So just based on cash-on-hand, Vindman’s currently the frontrunner, but obviously (standard disclaimers), there’s a long ways to go – and money isn’t everything.

In the “blue”-leaning VA10, where Rep. Jennifer Wexton (D) tragically has announced her diagnosis with a very serious medical condition (Progressive Supra-nuclear Palsy, type-p) – and thus will not be running for reelection, unfortunately – frontrunners in “cash-on-hand” as of 12/31/24 are: Democrats Krystle Kaul ($567k), Dan Helmer ($539k), Eileen Filler-Corn ($293k), Suhas Subramanyam ($242k); Republican Mike Clancy ($187k); Democrats Atif Qarni ($181k), Jennifer Boysko ($157k) and David Reid ($105k); Republican Aliscia Andrews ($102k); Democrat Travis Nembhard ($60k); Republican Brooke Taylor ($57k); and Democrat Michelle Maldonado ($38k). So just in terms of cash-on-hand, the Democratic primary looks highly competitive, with fundraising reports for the first quarter of 2024 really going to tell us something when they come out in April.

Finally, VA01 leans strongly “red” (Trump won it by 7 points in 2020) and godawful incumbent Rep. Rob Wittman (R) has an enormous cash-on-hand advantage over the two Democrats running (Herb Jones and Leslie Mehta). Frustrating, given how bad a representative Wittman is and how much better off VA01 would be with a different member of Congress.

P.S. VPAP lists no opponents’ fundraising for VA03 (Rep. Bobby Scott – D), VA04 (Rep. Jennifer McClellan – D), VA06 (Rep. Ben Cline – R), VA09 (Rep. Morgan Griffith – R) or VA11 (Rep. Gerry Connolly). As for VA05 and VA08, they’re deep-red and deep-blue districts, respectively, with the main interest being the Republican primary in VA05 between incumbent/extremist Rep. Bob Good – who endorsed Ron DeSantis over Donald Trump, and is now facing the wrath of “Trump World” – and VA State Sen. John McGuire, who is a MAGA cultist all the way…and was literally at the insurrection on 1/6/21.

~ On the failed bipartisan border compromise ~

WASHINGTON – Today, U.S. Sen. Mark Warner (D-VA), Chairman of the Senate Select Committee on Intelligence, released the following statement after Senate Republicans blocked a procedural vote on the bipartisan legislation to provide needed funding for Ukraine and address the situation at the U.S. southern border:

“Today’s vote begs the question: are there any serious Republican legislators left? It is preposterous that my colleagues on the other side of the aisle would vote against bipartisan legislation to address the situation at the southern border – the very issue they’ve obsessed over for months. Congress must find a way to come back to this important issue, to repair our deeply broken immigration system and address the dysfunction at the border. However, in light of this vote, I am glad to see Leader Schumer announce that he will move forward with a vote to pass standalone national security legislation.

“As Ukraine presses forward with its fight against Russian authoritarianism, I implore my colleagues to look beyond one election cycle, to consider the decades-long ramifications of allowing Vladimir Putin to prevail in his annexation of Ukraine and his goal of exporting his ruthless authoritarian ideology beyond Russia. Ukraine has demonstrated that it is willing and able to fight – it has done so without a single drop of American blood. As Chairman of the Senate Intelligence Committee, I will be voting to move forward with this national security legislation to renew our commitment to Ukraine, deliver humanitarian aid for Gaza, support Israel, and show our allies abroad that the U.S. stands by its promises.”

Major Gun Violence Prevention Legislation Passes in Senate and House of Delegates; Virginia Chapters of Moms Demand Action, Students Demand Action Respond 
Bills Would Ban Assault Weapons, Auto Sears, and Ghost Guns; Require Secure Firearm Storage; Protect Victims of Domestic Violence, and More
RICHMOND, VA – Today, the Virginia chapters of Moms Demand Action and Students Demand Action, both part of Everytown for Gun Safety’s grassroots network, issued the following statement applauding the Senate and House of Delegates for their swift passage of key gun violence prevention bills through their chambers of origin, including bans on assault weapons, auto sears – devices that turn semiautomatic firearms into machine guns – and ghost guns, a requirement for gun owners to securely store their firearms in the presence of children and people who are legally prohibited from having guns, protecting victims of domestic violence by disarming violent abusers, and more. These bills will now cross over to the other chambers, where our volunteers will continue to advocate for legislators to pass them and send them to Governor Youngkin’s desk before the end of session.

“Since they gaveled in this session, our gun sense champions in both chambers have been following through on their commitment to keeping us safe when they were elected in 2023,” said Lindsay Lange, a volunteer with the Virginia chapter of Moms Demand Action. “We’re grateful for the strong leadership of Speaker Scott, Senate Majority Leader Surovell, and all the bill patrons and supporters who have made these long-overdue common sense gun safety measures a priority this session. We urge legislators to keep up their critical work and send these bills to Governor Youngkin’s desk, where we’ll find out whether he cares more about bowing to pressure from the gun lobby or keeping Virginians safe.”

Bills that have passed their chamber of origin since session began include:

  • HB 2 (Del. Helmer) and SB 2 (Sen. Deeds): Legislation to update and strengthen the Commonwealth’s legal definition of ‘assault weapon’ and prohibits future sales and purchases of these deadly firearms.
  • HB 22 (Del. Jones) and SB 210 (Sen. Perry): Legislation to ban auto sears, which are devices that convert semi-automatic firearms into fully automatic weapons.
  • HB 46 (Del. Bennett-Parker) and SB 47 (Sen. Favola): Legislation to strengthen Virginia’s prohibitions on gun possession by domestic abusers by adding a surrender requirement for domestic abusers who are convicted of misdemeanor assault.
  • HB 173 (Del. Simon) and SB 100 (Sen. Ebbin): Legislation to regulate untraceable “ghost guns,” which are do-it-yourself homemade guns assembled using parts that can be acquired without a background check, and the unfinished, unserialized core parts and kits used to build them. This would make Virginia the 14th state to enact a law regulating these deadly firearms.
  • HB 183 (Del. Simon) and SB 368 (Sen. Boysko): Legislation to require that firearms be stored securely in homes with children or people legally prohibited from accessing firearms are present.
  • HB 498 (Del. Cohen) and SB 225 (Sen. Pekarsky): Requires school boards to annually notify parents of their legal responsibility to safely store any firearm present in the household and of risks associated with improperly stored firearms.
Many other key bills continue to move through the committee process in both chambers, including those that would increase accountability for bad actors in the gun industry and keep guns out of the wrong hands and out of sensitive places.

In an average year in Virginia, 1,121 people die by guns and 1,911 people are wounded. Gun violence costs Virginia $14.2 billion each year, of which $288.3 million is paid by taxpayers. More information about gun violence in Virginia is available here.

We actually posted about this back on January 31, but good to see others (including DPVA) catching on! 😉 As for VA GOP U.S. Senate candidate Scott Parkinson, you can read more about his extreme/out-there views here, here, here, etc. The scariest thing is that Parkinson isn’t even an outlier in the 2024 VA GOP U.S. Senate field, as he’s joined by other crazies, like Hung Cao (see here, here, here and here for more on him!). Disturbingly, this is just who and what the Trumpified Republican Party is at this point, and the only way to deal with is to soundly defeat it – including by OVERWHELMINGLY reelecting President Joe Biden and Sen. Tim Kaine here in Virginia this November!

Spanberger Statement on Status of Bipartisan Deal to Strengthen Border Security, Provide Aid to Ukraine & Israel, Respond to Crisis in Gaza

WASHINGTON, D.C. — U.S. Representative Abigail Spanberger today released the following statement on the status of the U.S. Senate’s bipartisan national security, border security, and immigration package.

“A strong U.S. response to crises at our southern border, in Ukraine, and in the Middle East is not optional — it’s mandatory.

“As a former federal law enforcement officer and CIA case officer who worked narcotics cases and tracked cartels, I know that we cannot ignore the deteriorating humanitarian and security crisis along our southern border. Lawmakers in both parties should be working to fix our broken immigration system, reduce illegal crossings, combat fentanyl, and strengthen our border security. The American people deserve a Congress that finally works to address this challenge — rather than one exploiting chaos for the sake of politics.

“Beyond our southern border, America faces geopolitical crises that require our immediate attention. If Congress fails to deliver new aid to Ukraine, Kyiv could fall. And if Russia is victorious, a NATO ally may very well be the next target in Vladimir Putin’s crosshairs. A refusal to support the Ukrainian people would not only be a decision to appease Putin, but also a decision to forever tarnish America’s reputation and word in the community of nations. As a Member of the U.S. House Intelligence Committee, I know that abandoning Ukraine would also embolden our adversaries, including Iran and the Chinese Communist Party.

“If Congress fails to deliver defensive aid to Israel in their fight against Hamas terrorists and vital aid to civilians in Gaza and the West Bank, the ramifications would be dire and further imperil Israel’s long-term security. Without this aid, the prospects of long-term peace and an eventual two-state solution would severely diminish. Tragically, more civilians — especially children — would be subjected to an endless cycle of violence and reprisal. And China, Russia, and Iran would gleefully watch from the sidelines as America abdicates its leadership role and creates a vacuum for more chaos.

“For months, Senate and House Republicans made clear that strengthening our border security was a top priority. A bipartisan group of Senators — led by a conservative Republican — engaged in months-long, good-faith negotiations. The bipartisan deal released earlier this week presented lawmakers with an opportunity to consider passing aggressive border security and immigration provisions — ones backed by the National Border Patrol Council.

“Yet, when congressional Republicans were given exactly what they requested, they walked away. Speaker Johnson refused to consider this bipartisan agreement, even before details were released — jeopardizing its path forward in the Senate.

“In the process, Speaker Johnson has made a calculated decision to sacrifice vital aid to our allies — including to Ukraine, Israel, and Taiwan — in exchange for nothing except the good graces of a former President who has never uttered an ill word about Vladimir Putin. For Speaker Johnson, serving the political interests of former President Donald Trump is a more pressing objective than strengthening our national security and protecting our standing in the world.

“Speaker Johnson and House Republicans have been given a bipartisan path forward to deliver military aid to Israel and humanitarian aid to civilians. Speaker Johnson instead — with no engagement from Democrats who want to see this aid delivered — put forward a bill that is not only doomed to fail, but also ignores — either naively or cynically — the value of humanitarian aid to Israel’s own security.

“America faces serious challenges that require serious leaders. While many of my colleagues continue to talk about the border crisis on television, their kneejerk response to this negotiated deal reveals many of them as unserious actors who are uninterested in real solutions.

“Those of us who seek to govern cannot give up. Those of us who care about the future of democracy in Europe, the stability of the Middle East, the security of America’s southern border, and the role of U.S. global leadership must resolutely continue to advocate for bills that are central to U.S. national security interests.
